Job Title: Records Management Project Manager

Position Summary:

We are seeking an experienced individual who has a thorough grasp on electronic records management. This individual will manage the day to day management of the project scope, schedule and cost. You must be able to provide expert advice on architecture, software and risk management.

Duties/Responsibilities:

• Assist in development of policy and procedures for electronic records management
• Support the transition of Federal Agencies’ RM programs from paper-based environments to electronic
• Support the automation of manual processing of regulatory and non-regulatory records
• Responsible for meeting schedules and fulfilling contractual requirements, including producing on time quality deliverables
• Apply knowledge and experience in National Archives and Records Administration (NARA) when developing records management practices, policies and procedures
• Assist in the definition of project scope and objectives, involving relevant stakeholders and ensuring technical feasibility
• Ensure resource availability and allocation
• Develop a detailed project plan to monitor and track progress
• Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques
• Measure project performance using appropriate tools and techniques
• Report and escalate to risks and issues to management, as needed
• Successfully build and manage excellent relationships with the client and stakeholders
• Perform risk management to minimize project risks
• Establish and maintain relationships with client, third parties and vendors
• Create and maintain comprehensive project documentation, as needed, according to the System Development Life Cycle (SDLC)
• Conduct quality assurance reviews to ensure that complete and high-quality work products are produced
• Responsible for day to day management of the contract and team members
• Serve as a liaison between HQ and the District Offices
• Review software development designs to ensure that new applications comply with the records management policy

Skills and Qualifications:

• Possess requisite knowledge and expertise in the field of Electronic Records Management
• Expert in RM-related analysis, storage requirements, records retention and disposition, digitization, RM-related training, capturing and sharing collective RM knowledge of the organization
• Expertise in promoting and supporting organization-wide compliance with Federal RM requirements, and development and implementation of efficiencies that will result in faster delivery of information
• Extensive understanding and experience in all phases of life cycle records management
• Provide expert advice on elements related to: architecture, automation, risk management/electronic analysis, software, lifecycle management, and software development methodologies as pertinent to Electronic Records Management
• Proven track record of successfully managing records management contracts
• 4-year degree (or equivalent experience)
• 7+ years of experience
• Excellent client-facing and internal communication skills
• Excellent written and Oral communication skills
• Solid organizational skills including attention to detail and multi-tasking skills
• Broad technical background and specific records management experience
• Regulatory experience (FDA or other regulatory agencies)
• Project Management Professional (PMP) certification
• Mastery of all aspects of SDLC
• Strong working knowledge of MS Office Suite (including Visio and MS Project)
• Project Management Professional (PMP) certification
• Earned Value Management (EVM) knowledge (plus)
